Department of State - Agency Wide Budget Analyst in Arlington, Virginia

  • Duties



The position is located at the National Foreign Affairs Training Center located in Arlington, Virginia. The incumbent serves as a Budget Analyst in the Budget Office, in the Office of the Executive Office (EX), at the Foreign Service Institute (FSI). Working under the supervision of the Supervisory Budget Analyst, the incumbent plans, organizes, carries out, and coordinates annual and multi-year budgeting in the support of programs at FSI.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

The incumbent represents the Budget Office planning and analysis meetings with program managers, the Executive Director and Directors of the Schools, Center and Divisions.

Develops analysis that examines the impact of the significance of new budget policies, procedures, and program additions, revisions, and requirements.

Provides assistance to the Budget and Financial Officer in the planning, development, testing, and/or implementation of financial management systems, budget systems, cost accounting systems, and data bases that are prescribed for and/or compatible with Department and OMB systems.

Drafts or coordinates responses and provides information, explanations, and clarifications that respond to Department, OMB and Congressional questions and inquiries. Develops or reviews briefings materials related to budget execution including Congressional hearings, testimonies and staff briefings.

Provides technical guidance and day-to-day advice to lower-graded Budget Analysts and Budget Assistants in their assigned duties as it relates to reimbursable authority and budgetary duties.

  • Experience working with policies, precedents, goals, objectives, regulations, and guidelines for the full range of budget work; and

  • Experience analyzing and evaluating continual changes in program plans, funding and their effect on financial and budget program milestones and experience developing recommendations.* ***There is no substitute of education for specialized experience for the GS-13 position.

  • Knowledge of policies, precedents, goals, objectives, regulations, and guidelines of a functional area in order to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones and to develop recommendations used in strategy planning and execution;

Ability to communicate orally; and

Ability to communicate in writing.
