Parsons will provide logistics, operations, and other support for Arctic research projects and facilities sponsored by National Science Foundation (NSF) or other agencies. The commodities provided to the NSF will include construction, maintenance, and field camp operation for multiple projects and locations throughout the Arctic. Parsons will provide engineering and design of new facilities, facilitate changes to existing facilities, lease or procure facilities such as labs or berthing space, vehicles, vessels, and air support to meet the requirements of research projects. Field operations may require outreach with local communities on the scope and timing of operations and theNational Science Foundation (NSF) Arctic Operations Program Directorwill be responsible to include local people in the planning and conduct of the research support.This permanent full-time position will be US based at a location TBD.

NOTE: Interim employment offered immediately on a consulting basis. Full time employment contingent upon contract award.


  • Performsas overall manager and administrator for NSF contract effort

  • Servesas primary interface and point of contact with government programauthorities and representatives on program/project and contractadministrative issues

  • Supervisesoperations by developing management procedures and controls

  • Developspositive customer relationships between NSF, stakeholders and Parsons toachieve contract objectives. Interfaces with Parsons leadership on allprogram matters

  • Developsan informed understanding of project specific logistical support actions,requirements and capabilities

  • Ensuressuccessful delivery of the NSF contract commodity areas including:

  • ConductsLogistics Planning for Science Operations

  • Researches,Organizes and Provides Information to stakeholders

  • ConductsArctic Logistics Operations including support from Non-arctic locations

  • PerformsProcurement and Inventory Management

  • ProvidesAviation and Vessel Charter Services

  • PerformsMulti-site Facility Management Operations including alternative energy,Information Technology and Communications Support

  • Implementsan Effective Risk Management Process

  • ProvidesNSF leadership with cost and feasibility of the logistics required forscientific proposal to accompany NSF merit review of proposals.

  • Capturesand maintains data on all proposals funded by NSF for work in the Arcticincluding those with or without fieldwork supported by Parsons, projectsthat have no fieldwork, and projects that have fieldwork supported by thegrantee or other third-party logistics providers.

  • Developsand submits the annual program plan (APP) to NSF describing planned tasksand expected costs.

  • Developsand maintains the contract management database capturing all proposed andapproved facility, infrastructure, and maintenance upgrade projects

  • Providesguidance and direction to the Parsons staff

  • Approvespersonnel actions such as hiring, promotions, transfers, and appropriatedisciplinary action recommended by Site Managers

  • Responsiblefor the project operating budget

  • Identifies,studies, and implements cost saving initiatives where applicable


  • Bachelorin Engineering, PE certification/licensure highly preferred or Earth, GeoSciences or similar degree (Masters and PhD level education highlypreferred).

  • 10+years management and supervisory experience within the last 15 years inthe performance and execution of polar operations or similar (i.e., remoteor austere operating environments); or equivalent military experience

  • PMPcertification preferred

  • Musthave thorough knowledge of US Government logistics concepts andprocedures.

  • Mustpossess strong communications, interpersonal, leadership and managerialskills with an extensive background in building and leading diverse teams

  • Demonstrablystrong PL/financial management skills and familiarity with Governmentcontracting in a cost-plus environment

  • Mustbe a US citizen
